No need to worry, we haven’t spilt red paint over this dress, this is part of the design! And yes, I would imagine it is most likely to represent blood, as opposed to say, a messy eater who has just eaten an espeically tomato ketchupy beefburger! Funky skull motif on a pretty dress, what could be better?
